VGM (VERIFY GROSS MASS)

w.e.f. July 1, 2016, any shipping container leaving from any port in the world must be accompanied by a shipping document signed either electronically or in hard copy by the shipper on the bill of lading listing the verified gross mass of a container in order to be loaded onto a ship.

The container weight mandate from the International Maritime Organization under the Safety of Life at Sea (SOLAS) convention comes after mis-declared weights contributed to maritime casualties such as the breakup and subsequent beaching of the MSC Napoli on the southern U.K. coast in 2007 and the partial capsizing a feeder ship in the Spanish port of Algeciras in June, 2015.

The weighing must be done in one of two approved ways, called Method 1 and Method 2, on scales calibrated and certified to the national standards of the country where the weighing was performed.

In order to implement the regulation, D.G. Shipping has issued attached M.S. Notice to the trade. You are requested to go through this notice to work out the shipment booking, stuffing and dispatch from Inland to arrive at POL(port of loading) with verified gross mass declared.

As per M.S. Notice, trade may like to take note of requirements for Dedicated Secure Website, Weighbridge / Weighing Appliances, Permissible Tolerance Limits.


Since without VGM no container will be loaded on the vessel from 1st July,2016, it is imperative for ICDs & CFSs at Inland to be ready by mid June,2016 for weighing the containers at their terminal as per the criteria given by D.G.Shipping. We suggest any container railing out on or after 15th June,2016 to be weighed under the requirements of M.S. Notice issued by D.G.Shipping. This is to avoid any last minute shut outs for containers in port of loading due no VGM available or congestion at port. Shipper is responsible to get the stuffed container weighed and provide the VGM to shipping line prior dispatch of container from the ICD. Request shippers or their authorized person to liaise with service providers.
